I bought a 8gb ultra ii CF from a member of another forum, for a fair price.
He said he'd include shipping for x price.
I requested express shipping, and he agreed, and he raised the x price, by $5.
He was going away on vacation the day he said he'd ship it, and I should recieve it in 3 days (this was the night before he shipped it, and went away.) This was Monday night of last week.
When he came back this week, and I still had not received the item, I e-mailed him. It turns out he shipped it airmail parcel post, and not global express mail as I requested, because he could not justify spending $20 on shipping for an item that weighed 1 ounce. He said I should receive it in the next day or two (it's now been like 4 days or so.) I am in Canada, and I requested that for a specific reason. I needed this compact flash for several shooting endeavors in the past week, as well as this weekend. I have been screwed over by airmail parcel post before, and because it has no tracking, it's like waiting without knowing what is happening.
What do you think? What do I do? I paid via paypal, and this member has excellent feedback. I'm agitated, I don't mind waiting for an item like a POTN strap to come, but that is because it is not something that I need for shooting like memory (like I said, this would had come in useful the last few times I went shooting where I ran out of memory), and would be useful this Sunday.
After waiting 10 days (8 business days), I am pretty damn fed up. I would NOT had ordered the item if I would had known it was being shipped by airmail parcel post, and if there was an issue with the cost of shipment, I would had been glad to add an extra $10 or whatever (after or before he shipped it.)

I'd wait and see whan the item arrives before getting irate with the seller. It might be worth emailing him to let him know that it has still not arrived, and that the reason you requested the shipping you did was because you needed the item quickly - has he refunded the extra shipping?
Bottom line is, there is little you can do about it other than to hope the item arrives safely! I feel your frustration though. But his good feedback has been earned and it is unlikely you will get stiffed - most people are honest and decent.

I messaged him today, he knows. He has not refunded teh extra shipping, and he does know I needed it asap (I told him.)

File a PayPal claim in about 3 days, just to see if it delivers on Monday or Tuesday. If he can't prove he delivered it by the deadline (I think it's 8 days or so after the claim), you'll get your money back, including the shipping you paid. If it finally shows up, re-pay him the initially agreed price with the cheaper shipping he provided.

How do I go upon proceeding?
Do I file a clime, and not e-mail / tell him first?
Do I go to a fredmiranda mod (this is on the FM forums).
If I do file a claim, will I get banned from FM?
Once the item comes, and it is all resolved, do I leave neutral feedback?

Yeah, I haven't been buying lenses used lately, found it's easier to pay a couple hundred $ more and get it from a reputable retailer. Probably easier with insurance, and peace of mind that if I have a soft copy it goes back.
The CF was BNIB though and most of the retailers who had a good deal on the 8gb cards wouldn't ship to Canada. He had excellent feedback with much higher ticket items so I decided to go along with the deal / proceed.
Now I have no idea what I'm supposed to do. You'd think such an excellent seller would be contacting me daily to see if it has arrived yet, considering the circumstances now.

I try to buy from non-retailers only when time is not an issue (unless money becomes more important). I've had several cases where I had to wait for quite some time before getting the item I ordered...

1. Log into PayPal and go to the transaction details of your payment. Scroll down until you see "Have a problem? Address a problem with this transaction in the Resolution Center." Click the link. Go through the steps as an Item Not Received.
2. See #1. Don't contact him first. You already did that. He'll make it a point contact you when he sees this claim. Do not cancel the claim based on his promises. If you cancel the claim you may never see your money again. Only cancel if you get the item.
3. FM Mods do not get involved.
4. They won't ban YOU for getting ripped off. And a PayPal claim has nothing to do with FM.
5. FM isn't eBay.

I knew I would, unless it was lost in shipment, it was a reputable seller. The only thing in this deal that went sour was him offering me express when I asked for it, for $5 more then the included regular shipping price, and then sihpping it via regular mail because he did not want to pay $20 for express (by regular I mean airmail parcel post, and express I mean global express mail.) I would had been more then GLAD to paypal him $10 more for shipping before or after he shipped it. I needed it asap and I figured after 4-5 business days I'd have it in time for the few times I shot last week/weekend, but I did not.
