E-TTL II question -> is it the flash or the camera?

Canon introduces E-TTL II w/ the intro of the MarkII and the new film based Elan. It seems that some lenses are compatible, but I read that no matter whether the lens is compatible or not, you'll still get better results.

Is the E-TTL II within the new cameras or will they be coming out w/ new upgraded flashes?

It's in the camera. Distance info is used as additional info and applied only when useable but it is not required to make ETTL-II work.
