Wien safesync help

I just got a Wein safesync after being paranoid about the voltage of my strobes.
It is model number HSHSB

The problem is that it doesn't set mt srobes off. I attached it to the hotshoe and connected a strobe with a sync cable (as I usually work) but it doesn't fire. the test button fires the flash okay, but otherwise nothing ?!?

any advice???
