There isn't one yet. You have to download and install 1.5RC4, then do the upgrades, which is a bit of a PITA

http://photography-on-the.net/forum/showthread.php?t=29266 gives the URL and install instructions
It's not the easiest of installs, but if you follow each step it does work

PS The fourth message in that thread is the clean install instructions, then you need the set up instructions at http://www.photography-on-the.net/ee/beta/setup_upload_system.php

I had trouble first time around and gave up. After spending ages looking at other photo album type of programmes I eventually tried this one again and this time I got it working. I've done a few installs on other sites since then.

Where does it go wrong then?
Maybe you can give more information (error codes, error messages etc)
Makes it easier to help

I get this once I have followed the full install for the 1.5RC4 version:
INSTALL ERROR: DEFAULT LANGUAGE 'eng' NOT AVAILABLE
I tried the install on two free hosting servers and got exactly the same error message.

Ah, that's probably quit easy. Try to find the directory languages. Then be shure that the directory eng exist, and also contain files. That is probably the reason why thins do not work

if that is not it, then it is likely that the host has set an environment variable called lang that has the value of "eng"... this is a known problem that was discussed, albeit briefly, in the (older) v1.5 forums...
