Sounds like a new name for an old trick. At one time the porn industry used white backgrounds for their websites and loaded that white background with white text that repeated over and over. The text was keywords that you might use in a normal search for information, hobbies, music, etc.
When a web bot crawled the page it could see all that hidden white text. The result was why you used to see all kinds of porn hits whenever you searched for anything.

The idea of writing a phrase about the keyword or even a short article discussing the keyword is designed to take advantage of new data correlation software, Particularly the new search engines that try to find information "related" to your keyword search. The more info/text out there that is tied to your keyword, the better your chances of being located on a search, even if you site is not directly related to the keyword search.

You can call it marketing if you want to. I'd call it something else.

I worked extensively in SEO stuff before i got out of that industry.

The same text color as BG will indeed get you banned by google and thrown into the sandbox very quickly.

The algorhithyms have changed, and now context is important as well. If you write a brief paragraph about yourself, and saturate it with RELATED keywords, it can help. Even links back are tracked this way. IE: if a link to your site is surround by photography related discussion and your site is photo related, it will be weighted more heavily than if you moms blog that discuses knitting links back to it. Headline usage, subtitles, page title etc is all very important now, much more so than the meta keywords.

It's called Search engine Optomization. Be very careful and research what you plan on doing. The engines aren't stupid anymore, and will be quick to remove you from the index if they sense you are trying to cheat the system.
