When I did chemical processing you could tell what a photo was of by looking at it. Now I have everything archived on CD. Ever notice that you can't tell what is on a CD by looking at it? SOOOO..... I need a thumbnial printer so I can know what is on the varous CDs. Ideally it would print the file name and have a user definable field, like "Vegas - CD4" somewhere on the page.
Oh, and did I mention that I am hoping for freeware?
Anyone know of something that fits the bill?

"chemical processing": Yeah, printing & spotting with Dr. Martins - "the good old days"?
JPegger is a free viewing utility which will print thumbs. I've never used that function, though.
One nice thing you can do with it is to put the program on a CD & it will autorun & show the pics. I used it last year to distribute old family pics to my relatives.

ACDsee lets you print thimbnails...
You obviously can specify pretty much everything.. thumbnail dimensions.. space in between.. etc..
In fact you set the quality so high that I have used it to print a 4 frame print on one sheet...

ACDSee also has a database utility that allows you to thumnail offline media (like CDs) so all you do is label the CD and then you can call up the thumbnails on screen without the CD being in the drive. Beats bits of paper.

Do you have Photoshop, or Photoshop Elements? Not really a freeware solution, but maybe you got PS Elements already with your digital camera, scanner or similar device.
In Photoshop CS, try File / Automate / Contact Sheet II. It's also in PS Elements, but the menu may be called differently.

I'll second Josh's suggestion to use Windows explorer. Just browse to your photo folder and double-click on any file or thumbnail (depending on how your view is set). When the image appears, right-click on it and select print. A dialog box appears with thumbnails. Choose "select all" (or check just the ones you want) and follow the prompts. One of your choices will be a contact sheet which will print out as many as 35 thumbnails per sheet with the file numbers displayed under each image.
I have other programs which will print the same thing but this is the quickest.
