Is Graduated Grey the same thing as ND grad?

Nope. Cokin has "Graduated Grey" and they have a slight but noticeable colour cast.

Exactly. Notice that Cokin doesn't offer "neutral" anywhere in the product name - they're "grey." And they're not even truly that. Avoid.

Thanks very much - so, just to make sure I got this right, if I want a filter that darkens the sky (which is often overexposed on a bright day), I should buy a filter that is explicitly called Neutral Density, rather than Grey?
I take it Kood and Cokin are out? Any other recommendations? (I am just starting out and would rather get a cheap ND grad filter to start with, rather than a Lee or something).

Right. You want a "graduated neutral density" filter (GND). Most likely of the "soft transition" variety. Lee, HiTech, Singh-Ray to name a few good ones.
