I got my 10D in August of 03. I'm noticing that the battery (Li-ion) seems to run down quickly. Is it possible that I ALREADY need a new battery.

You can buy the battery grip. 2 batteries -> twice the life..... plus a shutter release buttong if you wanna shoot vertical pix.

I've found the the BP-511 starts getting tired at about the year mark. (It depends how much it's used). I had a Canon Pro90 that took the same battery and after a year and a half the battery was pretty well toast.
I don't have the battery grip for my 10D, but I have four BP-511's and I cycle them as I use them. They're still going strong after 10 months.

You might want to check the sleep setting in your camera's menu. You can reduce power use in a couple of ways.
My original Canon BP-511 is over eighteen months old now, and it does not have quite as much spunk as a Lenmar substitute that is seventeen months old, and not as much as some other substitute that is six months old.
