Which of the two would you say is better?

I've never used the Canon, but the Sigma is good (for what it's worth). It has some heavy distortion around the edges at 18, but that's normal for a lens at this price point.

It's for portraits mostly.

If you are asking for comparisons of glass at the entry level, you are just going to get some fairly random comments based on people's own experiences. Personally, I'd suggest sticking with the Ef-S kit lens until you are in a position to replace it with something optically better than what quite frankly are simply third party kit lenses ( excepting of course the Ef 28-80 V which is simply a kit lens for a Rebel film line and offers nothing over the EF-S 18-55 except the loss of the wide angle coverage - which to me is significant.

I have an Ef 28-80 USM II which was the kit lens for my Eos 100 ( the original Elan in the US) which is not half bad as kit lenses go, but even so the missing bit between 18-27mm makes it next to useless on my crop-sensor DSLR

If you're considering the 28-80 USM V then I'd much advise trying to get hold of a good second hand 28-80 USM MK 1 as the IQ difference is huge plus build quality's much better with metal lens mount etc.

I think per photozone.de, the Sigma is better, but I think it comes in a package with 55-200mm lens only.

Not true. It sells for $109 on B&H.

For portraits you want a wide aperture - at least f/2.8. If you are looking for a fast inexpensive good quality lens look at the tamron 28-75, canon 50/1.4, or 85/1.8

Yup I can vouch for the mk1 version, got it myself and the quality is excellent compared to the later versions. True USM focusing and good build quality. My only gripe is that the front element retracts at some zoom levels making a polarising filter a little tedious to use.
