It's lense flare, the flash probably bounced off of something reflective below what we see in the image. The bounced light enters the lense at an angle and bounces around. It's worse if you have a filter, because the light will bounce between the filter and lense.

I have had this happen taking long exposure night shots, when there is are bright points of light in field.

It's the little green dude's vehicle from the newer Flintstone's episodes... I think he was called Gazoo. Sorry, just being silly. I am of no help here.
