INSTALL ERROR: DEFAULT LANGUAGE 'eng' NOT AVAILABLE

I get this error message when I call my site or try to log in the admin area:
"INSTALL ERROR: DEFAULT LANGUAGE 'eng' NOT AVAILABLE"

It means that the database is too old and don't match the current installed version of EE. Or that languages/eng folder is missing.

Or that there is no EE database at all (in PM you say you transferred your site to new server, did you set up the database and restore it?)

Try restoring the database from backup.

yes that solved the problem. I re-installed EE completely and backup-ed my latest version of the database.
