How do I get those type of pictures where the subject is in complete clear focus and the background is blurry (on an S3)?

Zoom to the max, keep your aperture as wide as you can get, and get as physically close to the subject as the camera will focus.
With an S3's small sensor it will be difficult, but it's possible to an extent.
Also, keep your subject as far away from your background as possible. The more distance between the two, the more blurred the background gets.
If you want the super creamy backgrounds and more creative options, you'll have to get a dSLR and a fast aperture/long-ish lens.

That is called shallow depth of field. Your S3 is not able to achieve the same "shallowness" of an SLR. The larger the apeture you use , the shallower the DOF will be.
Blurry foreground AND background will be challenging with the S3. You can increase the background blur by maximising distance between subject and background.
You can also use photoshop to achieve similar results.
