Why do Mags keep taking Ads from problem retailers

With all the well known bait and switch and warranty accesory scams out there and all the well known problem retailers, my question is this, why do the photo magazines accept ads from them, shouldnt they have a responsilbity to protect their readership from well known scam artists?
