Q 1- Will Mpix take TIFF files for reproduction?
Q 2- If you are processing an image in PS, and don't plan on printing any larger than, say 8x10, can you really see the difference in the finished print if you saved it as a Jpeg vs. a TIFF file?

1. I doubt it. Most labs prefer JPEG for faster uploads and smaller storage needs.
2. Once you have finished editing and do a final save you won't tell a difference as long as you save the JPEG at its highest quality setting. I just uploaded a 16 x 20 to Costco last night as a JPEG with no worries about its print quality.

For the photos I really treasure, I save as a TIFF. Saving and re-saving TIFF files does not result in a loss of data, unlike JPEG. In the future, I might want to try something different in Photoshop on these pictures, so I like to have the TIFF file.

Good point. I do all my work as a TIFF and save. Then I apply any sharpening, flatten the image, convert to 8-bit, and convert to my printer's profile before saving as a new file fo uploading.
The file I mentioned earlier was 8 layers, 6000 x 4800 pixels, and around 600MB. The final jpeg for uploading was 19MB. Could you imagine trying to send a 600MB file to an online printer?

It took all of about a minute to find this on the mpix site.
