I have seen used with digitial does a meter give you a better reading than digitial camera and if yes is it because your metering from subject

Yes & no, I'm getting pretty used to my camera settings so I can shoot a shot and make quick adjustments from there. Studio setups yes always, if you have the extra $$ it's a good investment. But if there is other things you need, it can wait.
Hopefully this will help you decide.

Generally, the in camera meter is fine. It does carry some limitations, but it is still fairly accurate.
An external spot meter is better for zone system work.
An external incident meter is better for lighting control (studio flashes...)
The benefit to the internal meter is that you don't need to carry around another item, and the camera can use the readings directly. :)
