Hello,
How can a 50mm fixed focal lenghth lens like the canon Is canon 50mm f/1.4 USm be a telephoto lens ?
Then what is the difference between this lens' telephoto capability and the 200mm or 300mm lenses'

Raj-
A "telephoto" lens is a longer lens, typically 85mm or 100mm+. A 50mm lens is considered a "normal" lens.

It can, however, be a telephoto like lens when used on a crop body camera, in which the field of view is more akin to that of an 80mm lens.
The difference in capabilities is how far you are able to see with it and the field of view.
As you increase the size of the lens you increase how far you can see, decrease your field of view,...
and also infer possible issues of "compensation" for smaller "objects". :p
