HELP: I Want to upgrade from PSE2 to PS CS

I remember reading a few threads about an upgrade offer from Elements2 to CS. I've searched here and found some reports that it does work. However, I was not able to find a direct link to actually make it work. Does anyone know how to do this (or even if it's still possible)?
