are you sure it's not sensor dust?

At auto parts stores you can buy microfiber cleaning cloths. Some are specially made for cleaning glass. Lint and dust clings to these things like you wouldn't believe. I keep one in my camera bag and wipe off my lenses and camera bodies before each use. I highly recommend them.

I have one of these

and I think it does a very good job at picking dust from the filter (or lens, if you don't have a filter). I keep it in my bag all the time, it's quick and efficient in my opinion.

I just ignore them. Shooting outdoors as soon as you clean the lens it is dirty again.

No way. I am a noted UV and daylight filter hater. Prefer to always use a hood, which by the way, if it is a deep hood as with the 'white' lenses, helps keep the dust down too.
How do you clean them?
A quick blast with the blower a the end of the day. Nothing more.

UV filters and the like will help keep your lens glass clear of dust for sure... it doesn't really help though. You're just transfering the problem of dirt and dust onto the surface of the filter rather than the lens.
