Probably a photoshop filter one of those artistic filters, maybe color pencil or so.

Not sure. Looks like a PS filter called Poster Edges. Tee Why is definitely right about it being something under the 'Artistic' filter list. Or at least those filters come pretty close to replicating the effect.

You can also lasso or magic wand colour ranges and fill accordingly.

Thats a pretty crude attempt at vector art ,there are quite a few different methods , here is a link to a lot of different tutorials for it , knock yourself out .

No, no, not a AD. I got them from my girl friend. She said she processed it by photoshop. :rolleyes::lol:

I got something very close to it using PS by first adjusting the middle slider on levels to about 1.40 and then posterizing to 3 colors.

I got the right colors by doing brightness and contrast. this can be a good base but then I couldn't quite figure out the filter it might be custom? Not sure
