recommend me a the best book to turn me from a mediocre photog to a decent photog.

Your portfolio. There's nothing like experience.
Your post is a bit vague. I recommend going to the library and checking out several that fit your interest area. There are many good books that cover portraits, kids, sports, wildlife, glamour, landscapes, special effects...

Books don't make people better photographers. Teachers can't make students learn. Learning is not a destination, it is a lifelong process. Insatiable curiousity and hard work are the best real teachers, human teachers can only hope to facilitate and inspire learning.
If you are looking for books about image processing, Scott Kelby's style cannot be beat. If you are looking for books about learning to see as a photographer I have found many that have inspired me, but none really taught me as much as 10,000 mistakes clicking the button and living with the results =) Your best bet is to take $20, go to the biggest used book store near you and see what they have that looks cool! Get books on painting and other art forms too, you never know what will click with YOU.

Bryan Peterson's book "Understanding Exposure". Start there and practice everything you read about in the book.

There are a great number of books out there on the subject. Just remember that books only point you in the right direction. In order to get better at taking photos the only thing to do is to take photos.
