I'd like to buy some decent portable beginner/intermediate lights for photography. I plan to use them indoors for the most part. I don't want to break the bank (under $200 hopefully), so what are some good packages or brands to check out? I know nothing about photo lights other than I'd like some. I'd use them mostly for photographing still lifes and people.

Home Depot, you can get 6500K light bulbs and use a few lightstands should be able to get decent lighting for less than USD$200.

IndyTone, my suggestion would be to go to Roberts downtown and talk to one of their sales people about lighting. Get some specs on what kind of lighting they show you, i.e. watts etc. Compare what you would need to get at Home Depot or Lowes in order to duplicate what you have looked at at Roberts. Compare prices of Roberts and building your own.
