I have used an action to resize photos for display on web but just realized that the action is not working properly.
It only resizes landscape shot correctly, on portrait it resize the horizontal length. I thought the resize would be intelligent when used in an action.
Is there a way to overcome this besides making a second action and run resize in 2 batches?

AFAIK, you're stuck with 2 actions and batches.
Or you could learn scripting Photoshop....

Hmm tooo bad. ImageMagick is smarter. It can resize after the longest.

or you make the resize action with percentages and the proportions constrained then you'll only need one

If you are happy to downsize in one step, you can use File>Automate>Fit Image. Enter the same number for height and width and this sets the long side whatever the orientation of the image is.
If you are using PS CS, then you canb either have preferences set to use bicubic sharper, or you can record the preference change as part of the action.
If you think like many people, it's better not to downsize in one step, then depending on the starting size of the image, you can downsize using a percentage change step and finish with the Fit Image to get the exact size.
