Thanks to Elbirth for the insight into the s series ixus cameras. But what i really need is someone who has tried this kind of shot with either the s300, s400 or s500. can anyone help?

You don't have to go all the way out to 2sec...you should be able to use as fast as 1/2sec and still get the "milky" effect...somewhat. If you can tweak the ISO down on the s500, do so. That will help compensate for the lack of a smaller aperture.
