I know little about PHP myself but I was able to change the links in the black header on my EE homepage in the following file:
(your path here)\gallery\languages\eng\header.php
You can modify the links by changing the HTML embedded in the <?php...?> tags in the existing table. Let me know if you need more specific help on the HTML.

Thanks Mary, unfortunatly I am using EE 1.22 and there is no links bar
I have found a very inelligant solution by making the welcome text active and putting the link in there.
Cheers
