Are some of you using Ulead Photo Impact , and are you happy with it ?

I used to use PhotoImpact (v4, v6 and v8 ) before I went with Photoshop the middle of last year. I was happy with it because it's interface is so user friendly, unlike PS. There are things I can do with PhotoImpact with a click or two of the mouse which is not so simple to do with PS.

If I weren't using PS right now, I'd still be using PhotoImpact. As a matter of fact, I still have PhotoImpact 8 loaded on my machine and when I need to do some quick and but not-so-dirty graphics, I use PI instead of PS because graphics work is so much easier with PI.

So why did I switch? Because I figured if I wanted to do some serious digital editing then I should be using the defacto standard in that area and that, without a doubt, is Photoshop.

I just started to use the tryout version and it does not work so bad.
Is it possible to use layers and masks and record actions ?
The reason I am testing this software is because of the price of photoshop ...

Yes, PhotoImpact has what's equivalent to PS's actions. I think they're referred to as batch commands if my memory serves me right. It also has something that's like layers but they're called objects. You can manipulate each object individually but it's nothing like the layers of PS. For how much PI costs, it's a very good product. However, because of it's low price, you're not going to get nearly as many features as PS has but I can say that when I was using it, it had more than what I needed at the time to edit my photos as well as do some neat graphics work.

For me, it does just about anything I need to do. Obviously Photoshop is an amazing program, but I rarely use it; I just seem to enjoy using PSP more. The additonal capabilities in Photoshop may be great, but I have no need for most of them.
You can d/l a trial of PSP and compare it to PhotoImpact, see which one is more comfortable for you, and which one seems more fun to use (I'm a big believer in the fun factor).

I have tried PSP but found the program very slow at doing the modifications of pictures, even sometimes there is no full size preview of the result.
Did you noticed that PSP is much slower than PS ?

Not at all. PSP runs fine here.
My specs:
WinXP Home Edition
1024mgs ram
PNY nVidia FX5200 AGP graphics card
Pen4 1.6gh
By "no full size preview", do you mean when using plugins, making adjustments, etc.? If so, you can resize the windows for those functions to whatever size you want. Some of the windows in Photoshop can't be resized, which can be really annoying sometimes as they're so small.
