Is there a way to save your settings from one Pc to another. Like when you make a copyright brush, can you copy this to your second computer. Or any other settings you want to change to the second PC. Thanks

You need to swap the preference file...

Not sure what you mean.. I need to copy the setting to a disk, then instal the settings I copied to the laptop.

I'm at work so I don't have acces to an XP machine or a version of PS higher than 4!!!!!!!
But this is what I mean..
In PS4 on Win98 the file you need is
/program files/adobe/Photoshop4/prefs
(actually you want to copy the whole folder "prefes")
I assume that the path name would be different for a newer version of PS and in fact I bet it's in "documents and settings" in XP..
But the idea is (assuming both laptop and desktop are running the same OS and PS version) you copy the preference folder from one machine and paste it to the other.
