I went to try and work on some photos I shot a few months ago. They show up in my Library, and open fine in the loupe view. But when I click over to Develop, it says "the file could not be opened." So I tried re-importing that folder, it said "the files already exist in the catalog." Any suggestions?

If you have the files saved somewhere - simply removeh files from the catalog first - the files that say "the file could not be opened" then start the import process again - that should do it

turns out my problem wasnt lightroom...it was y Wester digital myBook external drive where ALL my photos are stored. the power shuts off on its own, wont stay on for more than 20 or 30 seconds at a time...

It sounds like the drive is dying. Get it online, copy off what you can, repeat until you've got as much of the data as you can.
I hope you've got backups.
