how big(max) or recommendations of the size should a owner of D60 prints be?...bigger than 11X14?

With careful upsampling, I've had 20" x 30" from a humble D30, and there's a guy, Stephen from New York IIRC, who regularly printed to 60" plus from his D30!
11" x 14" from a D60 should be childs play.

Does careful upsizing mean in small increments (ie 10-20%) at a time or something else?

I have the 1D which has a lower resolution than the D60.
I just received a 16" x 20" that I had made by Ofoto last week as a freebie for opening an account, and it looks GREAT.
I just sent them a "Large JPEG" direct from the camera with no editing. (This was before I discovered the magic of Linear files and Photoshop actions).
Judging by the quality of this print I see no reason you couldn't go even larger (20" x 30" at least).
I just bought Fred Miranda's SI Pro Action for resizing photos with less distortion. I might try resizing my RAW files to 20" x 30" locally before I send them to Ofoto next time. But I think they'll look fine even if I don't do this.
