Is this moody enough to get away with being pretty empty?

With bright, fluffy clouds? Not to me. Maybe with dark thunderheads it could be moody.
Looks like it might be a pretty nice pic in color.

Picture is very flat. Contrast and sharpness could be a lot better.

I like the colour one a lot better. You could always experiment with colour filters to see if you can get the moody effect you're looking for.
I think a subtle red filter might be a good one for this shot but play around and see what you come up with
