When blowing up portraits taken with the Rebel or 10D, what is the largest size you can do before you begin to lose resolution?

Depends on many factors... Like, did you shoot Jpeg or Raw? Also, you can upscale in photoshop which allows you to produce billboard size pictures.

Raw, but without photoshop. I don't need billboards, but, I would be happy with 11X14, or whatever.

I have had up to 11X14 made and was impressed with the quality. I had it done at a pro lab just to make sure. The image was shot in RAW and then converted to TIFF.

I use it all the time, have done 18x24's from a 10D Raw converted
to tiff. Beautiful results with mpix. They also have some nice "paper"
choices.....

I think that 8x12 sized prints really are as sharp as anything smaller, you don't gain much by having an more than 240dpi IMO.
Anything larger would involve some loss of resolution, but with a good sharp picture taken at ISO 100 I suspect that you really wouldn't have a problem printing much larger. You can alway try the cheap test - Take a good picture, crop it and have the crop printed at 4x6. Depending on how much you crop, you will have a good indication of how things will look at whatever size you want to print.
Personally I think that it is possible to print a 20x30 that will look fine from any normal viewing distance.

I've done 20X30 prints with a image from a 10D with some absolutely fantastic results. I did resample to 300DPI or so before printing, but thats just a matter of a bit of photoshop work.

You can blow up your images from your 300D or 10D to almost any size you want, even to the size of a poster. Look at this: http://www.nyphotographics.com/blowupsample.htm - and these posters were made with a D30, which has only half as many pixels as a 300D or 10D.
Ofcourse, if you are looking at those posters from 10 inches away, you'll see pixels. But normally you're not looking at a poster that close, and from a few feet away it looks great.

I have printed images from the 10D up to A0 size (33" x 47") and yes they look a bit blocky if you view them close up but you would tend to stand back from a picture that size in any event. I have recently used Extensis Pixel Smartscale to double the size and the results are astonishing.

I down loaded the interpolation program and unzipped it. When I launch it, it opens photoshop. However, I cant find any reference in photoshop to start the program. Do you know the workflow for the program?

Isn't that an Action? If you don't see an action tab, usually grouped with the history tab, then you'll have to open that palett from the menu.

My record is 6ft x 4ft from a 4mp 1D. Easy to get very sharp 16x12's from 1D or 10D. The best program I have come across to up-res images is, believe it or not, Q Image. Just save as a file rather than print.

I print 10D files to 13" X 19" all the time with no software interpolation done to the file.. I merely use the printer driver and it allways looks fantastic. (i9100)
