I see where it says post a reply but not start a new thread

Before you all go posting "But you just did", no s/he didn't. I split this off from a totally unrelated thread.

At the top of each section of the forum is a buttom that looks like this: http://photography-on-the.net/forum/images/buttons/newthread.gif . Click on that.

Can I please ask a related question. When I post a new topic it appears in the relevant section of the forum but not on the new posts page-what if anything am I doing wrong

You are doing nothing wrong. As author of the thread/post it is not new to you so you won't see it in "New posts" list.
