Color Frame in PS Elements

I saw someone using the Effects function in PS Elements for the colored frame and those are elegant and beautiful. But PS 7 does not have automated EFFECTS function. Does anyone if there is actions that translate all the EFFECTS in PS elements to PS 7?

That kind of a frame is very easy to do if you use layer effects "drop shadow" and "bevel" in Photoshop. You might also install Exhibit Engine and have frames like http://photography-on-the.net/gallery/photo.php?photo=209&exhibition=1 without "fixing" them on your photos :)

Pekka, that is very nice frame. I assume that the Exhibition has many frames available. I'll check it out.

I played with the layers options as you mentioned, but could not make the one like Francis', there is always a little thing different.
