in PSE, what is the name of the tool that let you take out unwanted things in a photo.

There's many tools and many methods. Almost every tool in PSE can be used to "remove" something, really.
You'd have to be more specific. If possible, show us an example image of what you have and/or an example of what you want. At least a better explanation would be helpful.

Sorry about the vague question. I'm totally new to post processing.
Imagine a person in a photo that has ,say, a wire sticking from his head (in the background). What do you call the tool that removes that wire from the photo.

That would be the Stamp tool, and the operation is generally known as "cloning"
The tool should look like a rubber stamp like someone marking a note "PAID" or something. Click on the tool, or you can just hit the letter "S" to select it.

Here's what I use:
1st the Patch tool. That usually does it, but sometimes it gets confused by a contrasty area near the selection border. So...
2nd, try the Healing Brush Tool. If that has problems, too, then clean up with
3rd the Clone Stamp Tool at about 25%.
