I'm having decent results at the zoo with my 70-300IS hand held. Next I'll try a mono pod. I like a mono pod over a tripod for ease of movement with crowds around me.

Will IS be an asset or a hinderence? I think I read one post that leaving the IS on should be OK because the lens will still sense the slight amount of movement on a mono pod.

I shoot a lot of Conferences in low light with my 70-200 IS. I use a monopod mainly to save my back from breaking rather than getting a sharp shot. Having said that, I have found that it is better to have IS activated when using a monopod because there is still some slight sideways and horizontal movement that it can compensate for.

If you were using a tripod, then there should be no need for IS and I remember reading that the IS may get tricked and make an otherwise sharp shot turn out soft.

I would leave it on. You still have some movment with a monopod and the IS will help.
