i've seen a few pictures of which the cars are blurred as they move by, leaving a trail of light from the taillights and such, yet still objects come out crisp clean. how are these shots taken?

long exposure, basically you hold the shutter open, so things that move (with lights) streak across and things that are still come out..well...still

hm, so would adjusting the shutter speed so its slower make it able to take pictures like those?

yup...usually a few seconds with the shutter open will do the trick...at least for me it does, i dont really know what I am doing though

You might also explore using a moderate shutter speed and a flash set for second-curtain sync (if your camera can do it).

Of course, using a tripod is very helpful here.
The shot that blinking8s posted looks like it was shot with a car-mounted camera, as the car is sharp whereas the rest is not.
