I am looking to buy my first external flash on a very tight budget. I have a 10D. I have found a Canon 199a Speedlight for a very reasonable price and I'm wondering if this will work on my camera and how well it will do. Does anyone have any info regarding this? Thanks :)

It will work as well on your 10D as it ever did with film.
Keep in mind you'll need to set the aperture and ISO on your camera to match the flash.

Forgive my naivete...how would I set the aperture and ISO to match the flash? I know how to set aperture and ISO...but my question is how do I know what settings to match the flash?

For auto flash, turn the dial on the back of the flash until the needle lines up with your chosen ISO (ASA) setting. Move the switch on the right side of the flash up or down to select the red, green or yellow setting. The colored lines in the bottom half of the dial show the distance range for each setting. Once you have chosen the auto setting (color) you want, set your camera's aperture to correspond with the small colored arrow near the center of the dial.
I recommend manual mode with a shutter speed in the 1/125 to 1/200 range initially.
You have the option of changing the ISO to suit your needs. For example, at ISO 100 you'll need f/2.8 for the red setting. If you want more depth-of-field you could use ISO 200 and f/4 or ISO 400 and f/5.6.
Keep in mind the distance range will be substantially reduce if you're bouncing the flash.
Lots of people love their 199A flash units. It should work just fine with your 10D.
