When I shake my 28-135IS, I heard clicking sound inside and also vibration in the front part. Is this normal?

Yes, that's the IS motors and gyros starting and doing thier thing. The IS is trying to counteract your shaking and it's trying to keep the IS lenses in line to take a non-shaky picture. It's completely normal - though shaking the lens isn't - I wouldn't do that too much.
Try turning the IS off (can ya do that on the 28-135?) and check the difference.

The 28-135 IS is a bit loose - i.e., when zoomed out you can wiggle the lens barrel quite a bit, it doesn't feel super solid. That's normal for that lens.

I had the same concern when I got mine. I was relieved to hear that it was normal.
