Why can't I add layers?

Help! When I open my RAW files I don't seem to be able to make all but the simplest of ajustments to the file until I convert it from 16bit to 8bit mode. I can't even create adjustment levels. Is this normal?

Which version of Photoshop? Only CS allows layers and such in 16-bit mode. This is one of the major reasons to upgrade.

In Photoshop 7 you have limited processing available while in 16 bit mode. Photoshop CS gives many more 16 bit options (but not all).
