I have been reading a lot since finding this forum site and saw quite a few topics on RAW processing and a few mentioned being able to add or subtract a stop or two correct for over or under exposure (mostly under with the DRebel  .) Could anyone tell me how it is done?

Most of your RAW conversion software (Photoshop CS, Capture One, etc.,) have sliders that allow you to adjust exposure (as well as several other parameters).

Yes, you definitely want to correct the exposure BEFORE doing the raw conversion because with exposure correction, I think you are actually bringing back real data. In post-conversion, adjusting the brightness and contrast does not really bring any data back - you are simply brightening or dimming existing pixels...I could be wrong however as this is also very new to me.
