I have heard about using flash as a fill in. I am not really certain how this works. I know how to use flash and know how not to use it. But flash seems to be different from FILL in flash.

Fill flash is just using your flash to lighten the foreground. There is a nice visual demonstration here:

It’s usually used when the back ground is bright and the subject is in shadow. A fill flash especially if diffused allows the back ground to be properly exposed as well as the subject.

Does the built-in flash has this ability ? what setting do we need to tweak ?? I was soo used to the fill-in flash in the point & shoot cameras and I haven't figured it out yet on my xti ..

Does the built-in flash has this ability?Yes. It just has limited range. As a starting point, try Tv mode at 1/200 (max. flash sync speed on your XTi). Push the button to pop up the flash, set FEC at 0 or a little below, stay fairly close (like 6 feet or less if you're out in the sun) and fire away.
