I got thinking about what ND filters and then it hit me...now forgive me if this is common practice
I found a good test shot, here it is straight out of the camera

I then played with the levels and added some USM.
But then to fix the sky i did this:
Teardrop to bluest part of sky
Creat new layer
Select gradiant paint tool
Selected second gradiant option (so that rather then fading to white it fades to backround)
I then painted this blue from the middle top to just below the tree line
The last step was to adjust the opacity.
I'm pleased with how it turned out
