Hi, folks. I have a question if anyone came a cross a simple program utility (freeware?) that will allow me to resize down JPEGs for storing small immages on phone or e-mailing. There are a lot of utilities outthere, but all of them require installation and i do not have an admin rights on my work PC.
thanks for any tips

Ask your admin to install it. Or try one of the online resize programs like this one:

I have never tried it myself, but it seems to do what your asking.

I'm not sure if you need admin rights to install the Microsoft PowerToys image resizer
