There were 75mph gusts when I shot this image.

When I "save for web" in PS, I get a small image. How do I remedy that?

Set your image size to 800 x 600 at 72 dpi. Set your quality to 7 or so. You will see the estimated size in kb at the bottom of the window.
Shot looks a bit overexposed to me.
