Looking for a 4x6 softbox that is cheap. Any suggestion I got 100.00 to 150.00 to spend. Thanks

I agree with the above recommendation. Whether you get that diffusion panel or not, the bottom line is that you'll get the best value and greatest flexibility by using a diffusion panel over a fixed size enclosure like a softbox.

How do people usuall light these diffusion walls like the one in the link above? Do they point the strobe directly at it or bounce off an umbrella or what?

Typically the strobe is positioned behind the panel pointing straight through the diffusion material. Unlike a softbox you not only control the distance of the diffusion material to your subject but you control the distance of the light to the diffuser.
Since you're not dealing with an enclosed light source there is some light loss but the light is very soft. Some people do use a reflector behind the panel and fire into the reflecor and then have the light bounce forward through the front of the diffusion panel. I've done it with an umbrella and also used 2 pieces of foam core covered with reflective material that form a v shape. This helps diffuse the light even further and again, there is some additional light loss.
