Been thoroughly scratched (Which leads me to think not a huge deal of magnification, or extremely fine dust). There is that sandpapery like material there.

Oh, and it seems to be sitting up or against the wind, due to the deposit formation.

MY only other guesses would be some sort of wood tool (like a handheld sander) or ... need an extra minute.
