That device is serrated I would think to keep both planes from moving. This design is usually located in the Articulating mechanism for a tripod handle. I am probably wrong, but it looks just like it.

I'll tell you, even without a macro lens, if your photoshop does a proper zoom by enlarging the image size (bicubic), you can get pretty macro like. I have no clue what this is.
