I am looking for low priced good digital photo frame. Ok I know I just said and Oximoron. My wife just bought me one at Circuit City for 89 dollars. 7 inch frame and is a 7" screen. She wanted to get this one as it has a wood frame and it was our 6th wedding aniversary present (should be wood for 6 year?). It is very basic and does not work very well. It sits on my desk at work.
I have done some looking around and i don't want to spend over 100 dollars for this as we aer trying to save money. I don't want to return and not get another as it was a preasant from my wife.
Any advice or ideas?

I had one similarly sized from Staples. I believe I paid about the same. My wife thinks its cute and wouldn't let me return it. We never use it because it's a PITA.
Personally, I wouldn't touch another with a bargepole. Good for in-shop displays and that's about it!

You pretty much get what you pay for. I have several, and the cheap ones have poor image quality or a PITA interface.
I saw one at Brookstone that I liked, but it looks like they don't carry that one any more - I haven't had a chance to look at their latest offerings - but you might want to take a look:

Check out the ones from Aluratek - the Admpf210 is a 10.5 frame with 256 mb memory, wireless remote , takes all kinds of memory chips - plays mp3 stuff and has great resolution -got ours on Amazon but other places have it too- $177 with 2nd shipping

The larger Pandigital ones are not bad, I have yet to find a really good frame though.
In the past i have used my home made contraption which is an old 15" monitor mounted into a ikea frame and connected to a laptop running a slideshow. Works well, but lots of DIY and expensive if you do not have the old spare parts sitting around.

Am I correct in saying that not all digital frames auto rotate vertical pictures?

Absolutely - you have to rotate them.

Correct. I just bought one (and returned it) as it didn't even offer the feature to show pictures vertically. As 90% of the shots i needed the frame for were vertical, this frame obviously wasn't for me.
Most frames do offer the feature from what I've seen, but must be manually set. There are a few frames out there that auto sense their orientation and will adjust accordingly.
