It seems whenever I convery a raw file in PS, the only option is tif. Do I have any other choices and how do I choose them?

If you're using PS (PS CS, I assume), you have the option of converting image to ANY image format you want. AAMOF, you won't even have to decide on a format until you're ready to save the file after you've done all the editing you want.
So, I'm not exactly sure what you're doing to only get the TIFF option. If you're trying to save the file as a JPG file (or any other format that's only supported in 8-bit mode) then you should make sure that you convert the image from 16-bit (if that's the mode you're working with) to 8-bit mode first.
