Portfolio and freelance work

I'm looking to create my new portfolio that I want to showcase to phot editors of the local papers.

I'm really naive here...but what would be involved for me to try to get soem freelance work

do I need to register a business?

also can anywone offer advice or suggest books on building a portfolio. I like to know more about what photo editors are looking for.
