There are some templates and actions I want to buy but I need cs for these. I am happy using photoshop elements 4, ps 6 and lightroom but would love to have cs just for these actions. Can I buy a used cs? Is this legal?
Would you spend $800 on a product that you would not fully use?

You can legally buy a used copy as long as the seller transfers the license to you. Or if you are a student you can get a good discount. Have you looked into upgrading your ps6?

Adobe lists on their website you can upgrade to CS3 from the following products :
Adobe Photoshop CS2, CS, or 7.0 US$199
Photoshop Elements 3.0, 4.0, 5.0
Photoshop LE any version
PhotoDeluxe any version/flavor US$549

Transfer an Adobe License
Return a completed Transfer of Adobe License form to Adobe any time you sell or give away a single-user, retail version of a licensed Adobe product that is registered in your name. The product remains licensed to you or the company to which it’s registered until Adobe receives the completed Transfer of Adobe License form. Once Adobe receives the form, the Adobe software can be registered to the new owner. Registration ensures that the new owner is recognized as the legal licensee and can receive customer service and support.
If you follow this procedure, you will be able to purchase and legitimately transfer a license. This is often a very good way of obtaining a legitimate license as a backup or for running on additional computers or across platform.

She is in kindergarten (lol). I think they would laugh at me if I told them it is for her.
